New Delhi: Cellular Operators Association of India (COAI) expressed their welcome telecommunication Bill, 2023, introduced in Parliament Today.
Billled by telecom MinisterAshwini Vaishnav has won appreciation from industry leaders for her comprehensive vision to strengthen the telecom landscape in the country.
The main highlight of the bill is its emphasis on building strong telecom networks. The inclusion of a well-defined chapter on Right of Way (ROW) is particularly noteworthy.
The Bill ensures to provide RoW in a non-discriminatory manner, while also making a clear declaration that it will not be subject to taxes, levies, cess, charges or duties on network assets.
COAI appreciated the provisions of the Bill that prevent coercive actions such as sealing or shutdown without proper permission of the Central Government.
These measures are expected to facilitate seamless expansion of digital connectivity to every corner of the country.
The Bill introduces clarifications and specifications regarding penalties, introducing a proportionate and nexus-based approach to crimes.
According to industry experts, this is a progressive step that is set to boost industry confidence and enhance the ease of doing business in the telecom sector.
An important regulatory change in the Bill is the replacement of ‘license’ with ‘authorisation’. This change simplifies the overall regulatory landscape for telecom services, in line with the evolving dynamics of the industry.
Recognizing the importance of national security, the Bill includes stringent provisions against unlawful interception or unauthorized access of messages.
Furthermore, it restricts the right to internet shutdown to the central government, while ensuring continuous, uninterrupted and uninterrupted telecommunications connectivity for all citizens.
COAI Director General Lt Gen Dr SP Kochhar expressed optimism about the positive impact of the Telecom Bill, 2023 on the industry.
The comprehensive provisions and visionary approach of the Bill are expected to pave the way for a strong and secure telecommunications infrastructure in India.
As the bill moves through the parliamentary processes, industry stakeholders remain hopeful of its speedy implementation, which will lead to an era of increased connectivity and regulatory clarity in the telecom sector.
